Strengthening vocational education and training in Kazakhstan

Cooperation with the National Chamber of Entrepreneurs of Kazakhstan (NCEK)

In this project, the Bildungswerk der Sächsischen Wirtschaft (bsw) made a significant contribution to the further development of vocational education and training in Kazakhstan. Building on an already established cooperation, two key projects were successfully implemented during the project period:

Introduction of a national monitoring system for dual training

Together with NCEK, an innovative digital monitoring system for quality assurance in dual vocational training was developed and piloted in an initial phase. Companies in five regions of Kazakhstan were surveyed on the practical performance of their trainees. Feedback from 92 companies on a total of 299 trainees provided valuable data for the further development of training content and enabled vocational training to become more practice-oriented. The results were presented to the Federal Institute for Vocational Education and Training (BIBB), among others, where they were highly appreciated.

Design and establishment of an academy for professional development and further training

In close cooperation with the NCEK, the concept for a national further education academy was developed and successfully tested in initial pilot measures. In five practical training courses – on topics such as in-company training, occupational safety, mechatronics, warehouse logistics and transport management – over 100 participants from companies were qualified. The German project partner provided both methodological expertise and specialist speakers. A study trip to Germany and several joint workshops supported the transfer of knowledge and the strategic orientation of the academy.

Results that make a difference

The project laid the foundations for a permanent quality assurance tool in dual training and at the same time provided a decisive impetus for the development of needs-based further training programmes. It strengthened the role of the Chamber of Entrepreneurs as a partner in vocational training and promoted dialogue between the private sector and educational institutions. The high level of satisfaction among companies with their trainees and the positive response to the further training courses confirm the practical benefits of the measures.

Conclusion

This project made a lasting contribution to the modernisation of the Kazakh vocational training system. Close German-Kazakh cooperation, practical implementation and partnership-based exchange on an equal footing were key factors in its success. The project is a prime example of the successful combination of system development and concrete benefits for companies, trainees and skilled workers.
